Comfort, Texas — a quiet slice of the Hill Country — is suddenly at the center of a major development battle. Lennar Homes, one of the nation’s largest homebuilders, has its sights set on building more than 1,100 houses in a project dubbed “Comfort 590,” located just north of town. And if the blueprint plays out fully, that number could eventually swell to over 2,400 homes.
For some, this sounds like growth, opportunity, and new housing supply in a region where real estate inventory is often tight. But for many Comfort residents, it feels like a threat to the town’s resources, character, and way of life.
Why Residents Are Pushing Back
The opposition is being led by a grassroots organization called Comfort Neighbors. Their primary concern? Water. Comfort’s water resources are already limited, and residents fear that the proposed development could stretch the supply to the breaking point.
Then there’s the wastewater issue. Plans indicate that treated wastewater from the development would be discharged into creeks feeding the Guadalupe River. Locals worry about potential contamination, environmental degradation, and long-term effects on aquatic ecosystems.
In rural communities like Comfort, where the natural landscape is part of both the economy and the identity, these issues cut deep.
TCEQ’s Role and What Happens Next
The Texas Commission on Environmental Quality (TCEQ) is currently reviewing the developer’s permit application for wastewater discharge. If enough public comments are submitted, the process could trigger a formal public hearing, giving residents a chance to make their case in a more structured setting.
Comfort Neighbors has launched a full-scale awareness campaign, urging neighbors, nearby communities, and even downstream residents along the Guadalupe River to voice their concerns.

Proximity to I-10, scenic surroundings, and reasonable commutes to both San Antonio and Kerrville make it an attractive spot for new housing.
